Italian naval air service lacking sufficient number of skilled men in 1916-1917 according to the Dutch magazine Marineblad dated 1920 no. 4

An item referred to notes of a naval officer of board of a British cruiser active in the Adriatic between August 1916-October 1917. He wrote that the air service of Italian Navy lacked enough qualified personnel and no one was feeling responsible for the air service. No senior officers could be find willing to support the service or more important improving it. The very small number of pilots and observers was a result of a decision of the minister of navy that the fleet could not miss more officers. The same reason for a sufficient number of mechanics originally serving on board of ships. Things however were changing when the army lent pilots and the fleet sending more men to be trained as pilots, observers and mechanics. Not all army pilots were enthusiastically about the flying boats resulting in frequent crashes.
