An item reported that the Dutch shipyard Rotterdamsche Droogdok Maatschappij (1) was interested in the order of more as a milliard Dutch guilders for building three submarines for the navy of Pakistan. The yard offered building submarines of the Moray-design (2) which were to be the successors of the Dutch Walrus-class submarines. There were three options dealing with the displacement namely 1.100, 1.400 and 1.800 tons (the Walrus measured 2.800 ton). Moray submarines were able to dive deep although still being a traditional diesel electric submarine. Other countries which were interested in building submarines for Pakistan were France, Sweden, United Kingdom and China.

1. This yard at Rotterdam existed between 1902 (succeeded the Maatschappij De Maas of 1856) and 1996. As a result of Chinese political pressure was she not allowed to built submarines for Taiwan and in 1996 stopped all shipbuilding activities.
2. The shipyard developed this design in cooperation with the Dutch naval Architecture and Marine engineering firm NEVESBU (since 1935).
