Finnish shipbuilding program of 1924 still not executed according to Dutch magazine Marineblad dated 1930 no. 7

An item referred to the magazine Schiffbau dated 1 October 1938 reporting that the Finnish parliament approved a budget of 146.000.000 Rijksmark for the period 1938-1944. However there was no budget available for the navy despite the maritime activities of the Soviet Union. The minister explained this lacking of funds while there was no decision made which types were needed. The Finnish navy was built according a program dating from 1924 which was never completed. She was to consist of 3 coastal defence ships, 2 destroyers, 6 submarines, 30 MTB’s, some minelayers and some smaller vessels. Available were 2 coastal defence ships, 5 submarines and 5 MTB’s. The icebreaker who was to be used in the summer period as submarine tender was also yet not completed.
