Japanese navy needed extra budget for new building according to the Dutch magazine Marineblad dated 1915-1916 no. 3

An item referred to Japanese newspapers that the parliament needed to approve an extra ordinary budget of 12.000.000 mark to prevent the stopping of the building of a similar ship to the Fuso which was laid down in February and to be completed in 1916. Further more could not be started with the building of the next two ships.
