USA cabinet ready to sign treaty in which submarines were not longer allowed according to the Dutch newspaper De Sumatra Post dated 6 February 1928

An item dated New York 4 February reported that Kellogg (1) informed the commission for foreign affairs of the House of Representatives that the cabinet was prepared to sign a treaty with all other countries [maritime powers] in which the use of submarines was not longer allowed.
