This
newspaper published an item dated Washington, 10 December according to which
the minister of navy explained the naval program in the meeting of the navy
commission of the House of Representatives. The strength was to secured in the
5-5-3 ratio confirmed the limitation as agreed in the Naval Treaty of
Washington. The program intended to keep the elder ships in a battle worthy
condition and to continue with building auxiliary cruisers in ratio to what
other countries did. The minister also explained a program dealing with the
building of light cruisers and submarines.
