10 April. The former Captain Pasha is now pasha of Scutari and busy with the
reorganisation of the troops. When he left the arsenal he took with him the
most experienced officers he commanded. The grand admiral Mehmet pasha is
appointing with all haste the European officers who volunteered for the naval
service if they have the wanted brevets and references to be supplied by their
ambassadors.
