German naval attaché at Paris, France sent to disarmament convention at The Hague, Netherlands according to the Dutch newspaper Algemeen Handelsblad dated 20 April 1899

An item reported that the German naval attaché at Paris, France captain Siegel (1) order to attend the disarmament conference at The Hague, Netherlands.(1)

1. Rudolf Siegel (1852-1921), attaché at Paris 1895-1907, ending his career as vice admiral. Also author of publications dealing with naval issues.
2. The First The Hague Convention ( beginning 18 May- ratifying 29 July) dealing with disarmament, laws of war and war crimes.
