In wartime just 35 Italian submarines at the same time at sea according to the Dutch magazine Marineblad 1939 no. 4

An item referred to the magazine R.U.S.S.l. dated February 1939 reporting that according to the Italian admiral Ducci (1) the Italian navy possessed 105 submarines although in wartime could just 35 served at the same caused by needed revisions and replacement of the crews.
