American experts building submarines in Russia according to the Dutch magazine Marineblad dated 1905-1906 no. 4

An item referred to the magazine Marine Rundschau reporting that American engineers and labourers were building at Sevastopol, Russia 8 submarines to be completed within four months. At that moment were presumably around 25 submarines partly completed or still being built. They were to be dissembled and sent via train towards East Asia.
