British admiral Limpus designed Turkish naval program according to the Dutch magazine Marineblad dated 1913-1914 no. 8

An item reported that the shipbuilding program of the British admiral Limpus (1) made for the Turkish government consisted of building 2-23.000 ton battleships, 1 heavy and 1 small cruiser, 4 destroyers and 1 submarine. The battleship Rio de Janeiro bought from Brazil was renamed Sultan Osmani.(2)

1. This must be Arthur Henry Limpus (7 June 1863 St. Neots, Huntingdonshire, England-Alassio, Italy 3 November 1931).
2. This must be the Sultan Osman-1 Evvel which was seized in August 1914 by the United Kingdom and commissioned as the HMS Agincourt.
