USA needed to built more battleships, submarines and destroyers according to the Dutch magazine Marineblad dated 1913-1914 no. 8

An item reported that the American Secretary of Navy asked the Congress for a budget of 330 million guilders to built in 1914 battleships and a similar number of destroyers and submarines. Between 1905 and 1911 were each year 2 battleships by the USA built. Since then just two in 1912 (only the Pennsylvania) and in 1913 (the North Carolina). Intended was to use to this extra ordinary budget to eliminate the arrears.
