Italian competition for submarine designs according to the Dutch magazine Marineblad dated 1899-1900 no. 8

An item reported that in Italy a competition for engineers was opened for a submerged torpedo boat project. The vessel was to serve as a torpedo boat 2nd class while surfaced but when submerged able to act complete as a submarine.
