Japan possible ordering battleships in England according to the Dutch magazine Marineblad dated 1907-1908 no. 5

Kawachi-class

An item reported that apparently Japan decided to let built one probably 2 of the designed 21.000 tons battleships in England. The British press reported that a Japanese commission headed by vice admiral Yamamoto (former minister of navy 1898-1906) was negotiating with Vickers and Armstrong. The technical details differs dealing with the armament of 12-30,5cm guns, 10-21,5cm (or 8-25,4cm guns) and 12-12cm guns. The speed was to be 20 miles.(1)

In 1909 were the battleships Kawachi (21.157 tons) laid down at Yokosuka Naval Arsenal on 1 April 1909 and Settsu (21.787 tons) laid down at the Kure Naval Arsenal, Japan on 18 January 1909, with a main armament of 6x2-30,5cm/12” guns Both of the Kawachi-class were ordered under the 1907 Warship Supplement Program.
