An item dated London, England 17th reported that the text of the new naval treaty (1) was nearly completed. It was believed that already parts were sent to the involved cabinets and that they responses on short notice to make it possible that on Tuesday morning the final text was completed. This was to be followed by a plenary meeting although this meeting could be delayed to another date.
