Austrian and Hungarian representatives accepted the naval budget according to the Dutch magazine Marineblad dated 1913-1914 no. 8

An item reported that the Austrian and Hungarian representatives accepted the naval budget. The necessity was claimed to laid down the first of the super dreadnoughts of the second series (the Ersatz Monarch). The earlier details were repeated, a displacement of 25.000 tons, an armament of 10-35,6cm guns and a speed of 23 miles. In contrary to Germany there was none naval program accepted. Still the cabinet decided that the Habsburg and the 3 ships of the Erzherzog type were altered and needed to be replaced.
