The Russian navy according to the Dutch newspaper De Tijd morning edition dated 23 February 1941

The adjunct Commissar of Naval affairs admiral Isakof pointed out in an article dated Moscow 23 February published in the newspaper Prawda the organisation of the Russian navy. The navy consisted of a Baltic fleet, Black Sea fleet, the North fleet stationed at Murmansk, the South Sea (=Pacific) fleet stationed at Vladivostok, the Caspian Sea flotilla, the Amur flotilla, the so-called Pinsker fleet and the youngest addition the Danube flotilla. Regarded the shipbuilding program was the time of repairs and modernisation of the aged ships dating from the Imperial navy passed and were now new hulls fabricated and started with designing and building of modern submarines, fast torpedo boats, coast guard vessels and minesweepers. Further more were destroyers, flotilla leaders and cruisers with heavy and modern armament build and very powerful battleships.
