Russian shipbuilding program for her Black Sea Fleet according to the Dutch newspaper Nieuwe Rotterdamsche Courant evening edition dated 19 August 1911

The Russian cabinet decided that in principle just Russian firms were allowed to build warships for the Black Sea Fleet. The building of two battleships of which the costs all ready the budget exceeded with 9,000,000 rubles was ordered to the firm Iwan Bunge. The third battleship was to be built by the Nicolajef yard. Building costs of each battleship were 23,000,000 rubles. The first yard was to deliver one ship within 5 years, the second yard within 4 years. For other Russian firms were ordered to build 9 torpedo boats.
