The Swedish maritime defence policy according to the Dutch newspaper Schiedamsche Courant dated 16 August 1910
In the discussion dealing with a bill of the strengthening of Narvik and Aland answered the minister of foreign affairs Trolle that the only care of Sweden was to stabilise her neutrality. The in the meantime started strengthening of Stockholm and the rebuilding of the naval base Skepsholmen was just an example of measures taken to defend the country. A similar purpose had the strengthening of the coast region of Lule, namely the defence against a possible Russian attack. The fortress on the islands around Stockholm namely at Sandö, Warmdö and Kodjupet were also part of a defence belt. The former naval base Karlskrona didn’t need any further strengthening while she was only used as a harbour in peace time for the navy consisting of 12 new and 6 older battleships with a total crew of 5,400 men. As a result of these measures was centre of the maritime defence of Sweden transferred to the capital city Stockholm which was 80 miles located from the Finnish coast and until now unprotected against an attacking Russian fleet.
