China building up own navy according to the Dutch newspaper Het nieuws van den dag voor Nederlandsch-Indië dated 24 July 1905

An item reported that the building in Japan of a Chinese cruiser was nearly completed. Further more were several Chinese merchant ships build by Japanese shipyards and Japan intended to build a new navy for China.
