Soviet Union marked her merchant ships according to the Dutch newspaper Algemeen Handelsblad dated 11 September 1939

An item dated Moscow 10 September reported that the Soviet Union cabinet decided that all Soviet Union merchant ships had to be marked with clear signs to prevent accidentally attacks by the belligerents. Ships which were not marked according to the regulations were not allowed to leaver Soviet Union ports.
