USA wanted to replace aged cruisers according to the Dutch newspaper Bataviaasch nieuwsblad dated 27 December 1938

An item reported that the US department of navy ordered the replacement of 48 aged cruisers which were to be scrapped as result of the naval treaties of London and Washington.(1)

1. Naval Treaty of London signed on 22 April and ratified on 27 October 1930 to limit naval shipbuilding and regulate the submarine warfare. The involved countries were England, USA, Italy, France and Japan. Naval Treaty of Washington signed between the same countries was a result of the Washington Naval Conference in Washington between November 1921 and February 1922. This treaty limited the numbers of the major ships and limiting the maximum displacement of the other ships namely 10.000 tons.
