Russian Baltic Sea fleet preparing for war according to the Dutch navy Nederlandsche Staatscourant dated 15 March 1854

An item referred to the Parisian newspaper Moniteur de la Flotte which revealed that according to a letter dated the 1st received from Kiel the Russian cabinet was strengthening her position in the Baltic.(1) Three screw steam ships of the line each armed with 80 guns were being armed and to join the 1st division of the Baltic fleet which was to number 28 ships of the line. However several of these ships part of the divisions of Reval and Helsingfors were in bad condition lacking repair facilities in both harbours. The admiralty ordered the building at Wiborg, Abo and Sveaborg of 200 gun chaloupes similar to the ones in the canal of Kronstadt. All efforts were done to complete these boats.
