According to a tiding from the press association Reuter handed Daniels (1) with his approval over to the Congress the report of the Navy General Board of which admiral Badger (2) was chairman. The council again spoke out her uttermost belief of battleships being the major units of the navy. Without such ships the United States wouldn’t be able to confront larger navies. Equality of strength had to be there fore the main issue in American naval policy by an arms race had to be avoided.
