According to a tiding from the press association Reuter dated Rapid City 6 September was the dismissal of Cecil (1) from the British cabinet not a reason for Coolidge (2) to believe that the British cabinet would react otherwise. It was even more united in their resistance dealing with the American naval policy. At the press conference the audience got the impression that Coolidge didn’t wanted to negotiate (3) anymore about the naval limitation.
Notes
1. Cecil was the British lawyer and politician Edgar Algernon Robert Cecil (14 September 1864-24 November 1958), since 1916 champion for the peace and who played an important role in the League of Nations.
2. Coolidge must be president Calvin Coolidge (Plymouth, Vermont 4 July 1872-Northampton, Massachusetts 5 January 1933) was president of the United States in 1923-1929.
3. These negotiations are known as the Naval Disarmament Conference of 1927 and which was a complete failure in contrary to the treaty dealing with this topic 3 years later. That treaty was signed by the United Kingdom, Japan, USA, Italy and France on 22 April 1930 with as purpose to limit the building of warships and to regulate the use of submarines in wartime. The result of the failure was a naval arms race between both countries. One example was for instance the American Cruiser Construction Bill of February 1929.
