Italian measures against Turkish merchant shipping according to the Dutch newspaper Algemeen Handelsblad morning edition dated 5 October 1911

An item dated Rome 4 October reported that the minister of Navy ordered that all Turkish ships which lying in the harbours when the war broke out but not knowing this was to happen could request for a pass with as destination Turkey or elsewhere but other Turkish ships would be seized. Turkish ships which were forced to enter a harbour were allowed to stay as long as necessary to be able to continue their voyage safely and in case a neutral ship was seized were orders needed how to handle with the merchandise on board.
