The Japanese naval shipbuilding program according to the Dutch newspaper De Sumatra Post dated 2 November 1932

Tokyo, 1 November. The Department of Navy asked a budget of 460.000.000 yen for a period of 4 year to replace ships which was permitted according to the naval Treaty of London. At the moment of publishing this item was the department negotiating with the parliament over the budget 1933 according to which 487.000.000 yen was asked, divided in 44.000.000 yen for replacement ships in the first year, 360.000.000 for building warships including light cruisers of 8,500 ton, a mother ship for planes of 8,000 ton, 7 destroyers, 6 submarines, 1 minelayer and some minesweepers and torpedo boats. The rest of the budget was needed for the founding of 5 new aircraft squadrons. The fleet asked 42.000.000 yen for 1933 for building warships and around 2.000.000 yen for the air force. All these contradictory figures are quite confusing and the editor of the newspaper hadn’t a slightest idea anymore what was correct and what was not.
