French naval shipbuilding program discussed in parliament according to the Dutch newspaper Rotterdamsch Nieuwsblad dated 21 November 1906

In the French parliament was a day earlier discussed about the necessity of building 6 new cruisers. Michel was against regarded social, financial and military reasons He preferred the building of submarines which were quite useful in a war against England. Considered Germany if there broke a war out with this country it would be a land war. It was clear enough that the German increasing naval strength was mainly focused on England. Admiral Bienaimé had another opinion he wanted turbine cruisers. France already a possessed a submarine fleet stronger than any other country so there was no need for more submarines.(1)
