Commission advises reorganisation Russian department of navy and developing directives for shipbuilding programs according to the Dutch newspaper Bataviaasch nieuwsblad dated 16 March 1911

An item dated St. Petersburg the 15^th reported that the commission investigating the possible disabuses in the department of navy decided that the accusations dealing with disabusing the budget for building submarines and torpedo boats in the Black Sea were found to be not true. Despite this she advices to reorganise the department and developed directives need to control the shipbuilding programs.
