Huge budget for French navy disapproved by parliament according to the Dutch newspaper Nieuwsblad van het Noorden dated 17 December 1896

An item dated Paris, France the 15th reported that the former minister of navy Lockroy (1) advices to allow immediately a budget of 50 million French francs for improving the existing ships and new building and further more a budget of 200 million for the next budget years. The minister of navy Bernard (2) said that the cabinet was working out a program which was to be presented to the Parliament. The discussion was closed and the proposal of Lockroy with 335 votes against just 73 votes not accepted.(1)

1. Edouard Lockroy (18 July 1838 Paris, France-22 November 1913 Paris, France), minister of navy 1 November 1895-29 April 1896 and 28 June 1898-22 June 1899, who published several books dealing with French navy.
2. Minister of navy was Armand Louis Charles Gustave Besnard (11 October 1833 Rambouillet, France-15 July 1903 Rohan, France) minister of navy 17 January-1 November 1895 and 29 April 1896-28 June 1898. Also a navy officer ending his career as vice admiral. Lockroy succeeded him and was himself afterwards succeeded by Besnard between 29 April 1896-28 June 1899 when Lockroy became again minister.
