The firm A.J. v.d. Wal en Zn., Harlingen, Netherlands had to deliver the tug Minister Colijn with a tonnage of 160 tons, a draught of 6-8’, circa 225 ihp horsepower and a maximum constant speed of 10 miles. Fitted out with a gun carriage. She was to be present where needed within 24 hours after the order of the Navy Commandant at Willemsoord for service as communication vessel and guard vessel off Terschelling during the same mobilisation. Her bunkers were to fully filled with enough oil and grease for 8 days steam (on Government costs). She cound be armed according to the government contract with her owners. .
The first contract with this firm dealing with the Minister Colijn was approved by the minister on 14 February 1916 and was finally cancelled on 5 October 1929 ending since 5 October 1934.
