USA proposed to ban submarines as weapon according to the Dutch newspaper De Grondwet dated 28 January 1919

An item dated Paris, France 25th reported that the USA on the peace convention would propose that submarines now longer were allowed to be used as weapons and that all existing naval submarines were to be destroyed by the countries which agreed with the treaty. Further more were no new ones to be built or any research in the topic submarines to be executed. It was believed that if done so all knowledge about submarines would be disappear (1) and the world no longer harassed by what the USA called piracy while submarines could not be used legally. The American admiral Benson (2) would explain the American ideas. It was believed that England would support the proposal.

1. To prevent the loss of the German submarine knowledge was in 1922 the Ingenieurskantoor voor Scheepsbouw NB (INKAVOS) founded by the Reuchsmarine and the firm Krupp, the latter owned of the Germania werft at Kiel, Germany. The office was located at The Hague, Netherlands where several designs were made for countries like Turkey and Romania. The knowledge and experience of INKAVOS was of major interest for recreating the German submarine weapon in the Second World War. Strangely were American naval and army exports at the same time testing with radio controlled modern fireships included a submerged version.
