USA wanted to found a flotilla on the Canadian Lakes according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1899 no. 1

An item reported that the US cabinet intended to create a flotilla on the Canadian lakes. While this was not allowed under the regular treaties was to be negotiated with the British-Canadian government. The number, dimensions and armament of the ships to be maintained by both government were yet to be discussed, the building to be regulated and personnel to be engaged. The USA wanted 2 ships with a minimum displacement of 1.000 tons and an armament sufficient for police service and a limited number of crew. The draught was to be relative small able to enter to the canals which connected the lakes with the Atlantic Ocean.
