Several Russian warships lying at Port Arthur, China were useless according to the Dutch newspaper Nieuwsblad van het Noorden dated 13 December 1904

An item dated Tokyo, Japan 10th reported that at Port Arthur, China 4 battleships, 2 cruisers, 1 gunboat and 1 torpedo transport vessel were of no longer any use.(1)
