US torpedo workshop needed to be extended according to the Dutch magazine Marineblad dated 1913-1914 no. 6

An item reported that the statement of captain Sims dealing with the lacking of enough torpedoes by the US Navy was confirmed by the naval commission after visiting the torpedo workshop at New York, USA. It became clear during after an investigation in Europe that in times of war not a single torpedo was to be acquired. The result was that the Congress would be asked for a budget needed to increase the torpedo plant.
