An item referred to the publication Susa Novykh Tipoc dlya Bol’shoy Volgi, written by A.P. Strakhov, Moscow 1954 dealing with new kind of ships to serve on the Volga. The river channel would in the future be changed caused by constructing by hydroelectric power projects and corresponding attendant reservoirs. So in this manner were new types of river ships needed including 4 types of passenger ships.
One type was the 450 ihp wheel paddle steam passenger ship type with as general technical characteristics as dimensions 68,4 (between perpendiculars)-71,4 (over all) x 8,0 (moulded)-15,7 (over all) x 2,6 (height amidships) x 1,2 (mean loaded) metres. The crew numbered 50 men and there was accommodation for 350 passengers and able to carry 20 tons deadweight of luggage . Speed in deep water 20 kilometres. The prototype for this kind of vessels was the Iosif Stalin, designed and built by the Leninskaya Kuznitsa Plant and fitted out with a superstructure of 2 decks. Hull and decks were made of metals just like the shells of the superstructure bulkheads of both upper decks and were welded instead of riveted. Her speed was 20,2 kilometres somewhat faster as the design speed.
