An item reported that the commander-in-chief of the Baltic Fleet Raskolnikof was relieved of his position. There seemed to be great discontent within the fleet due to his efforts to tighten up discipline and to improve the seagoing efficiency. The major part of the ships in actual service were lying at Kronstadt and there was the discontent more pronounced. There was also a shortage of fuel reported.
