An item reported that the Brazilian foreign minister Oswaldo Aranha (1) seemed to have stated on 18 August that his country would not contemplate a declaration of war against Germany as a result of German submarines attacking Brazilian ships. However Brazil would undertake immediate reprisals against Germany with the needed severity. All Brazilian ships were not longer allowed to leave the harbour and the ones at sea had to go to the nearest harbour.
