The Finnish naval shipbuilding program according to the Weekly Intelligence Summary No. 19 for the week ending19 March 1921

An item reported that the Finnish minister of Defence presented a new naval programme however with a halved budget 300 instead of 600 million Finnish marks. The programme consisted of 8-800/1,000 ton monitors with 9.4” guns and a speed of 15 knots, 4-500 ton monitors with 4.5” guns and 15 knots speed, 4-700 ton torpedoboats and 32 knots speed, 4 submarines (if possible 2 of the minelaying type), 32-25 ton C.M.B.’s, 1 submarine mother ship, 1-1,200 ton sail-auxiliary screw training ship and a number of tugs, small auxiliary craft, motor boats and so on. The programme exceeded the limit of the League of Nations and was yet not discussed by the Finnish Diet. The French Naval Attache at Helsingfors reported that Finland ordered in Copenhagen, Denmark ammunition for 3.9” 1911 naval guns with the first part already delivered.
