The American Naval Attache at Tokyo wrote that the estimates were prepared after considerable research and consulting the British Naval Attache at Tokyo and reasonable correct. If available were past estimates placed in parenthesis. It was furthermore reliable reported that all naval oil tankage was kept filled to capacity meaning that indicated amounts were the very minimum of Japan.
At Ominato were 12x7,000 tons each on the north end of pine grove fronting the harbour. Total estimated capacity 120,000 tons (91,000).
