American naval attaché at Rome, Italy reported in November 1941 the number of totally 78 Italian submarines of which 6 in the Atlantic Ocean and 72 in the Mediterranean of which 35 damaged or otherwise unavailable, 35 under overhaul with just 3 in the Atlantic Ocean and 40 in the Mediterrean avaible for operations, in the Mediterrean maximum 7 at the same time. 17 Submarines of various types were under construction or projected.
