British cruiser HMS Penelope would be built at Belfast according to the Dutch magazine Marineblad dated 1934 no. 4

Ann item to the magazine Proc. dated April 1934 reporting that the British 5.200 ton cruiser HMS Penelope (1) was to be built by the shipyard of Harland World Ltd., Belfast being the first capital warship built in North Ireland since the First World War.

Note
1. She was launched on 15 October 1935 and lost on 18 February 1944 when she was torpedoed by the German submarine U410 off Anzio.
