US Secretary of Navy recommended building torpedo cruisers and torpedo boats according to the Dutch magazine Marineblad dated 1892-1893 no. 10

An item referred to the magazine The Army and Navy Journal  reporting that the US Secretary of Navy (1) in his annual account recommended to built instead of small no protected cruisers of heavy armed gunboats like the Yorktown (2) but torpedo cruisers with a measurement of 800-1.000 ton and a speed of 22 miles and further more around thirty torpedo boats.

1. Secretary between 6 March 1889 and 4 March 1893 was Benjamin Franklin Tracy (26 April 1830 Oswego, New York-6 August 1915 Tioga County, New York) succeeded by Hilary Abner Herbert (12 March 1834 Laurensville, South Georgia-6 March 1919 Tampa, Florida) between 7 March 1893 and 4 March 1897.
2. Her building was allowed in 1885, laid down at the shipyard of William Cramp and Sons Ship and Engine Building Company, Philadelphia, Pennsylvania on 14 May 18987, launched on 28 April 1888 by Miss mary Cameron, completed on 19 March a year later and on 23 April commissioned was she finally decommissioned on 12 June 1919 and on sold 30 September 2 years later sold and broken up at Oakland, California. A screw steam gunboat with a displacement of 1.710-1.910 (full loaded) long tons armed with 5-6”/15,2cm guns, 2-6pdr guns, 2-3pdr guns, 2-1pdr guns and 2-0.30”/0,76mm machine guns.
