Siangsjan not suitable as naval base according to the Dutch newspaper Vlissingse Courant dated 21 July 1910

Tsjang Sen Tsoen, viceroi of Nanking stated in a memorandum handed over to the cabinet that Siangsjan was totally unsuitable as a naval base and that the large expenses for increasing the navy were irresponsible. Further more pointed he out the inability of the Chinese navy officers who were responsible to organize the navy. The results to create a navy in the past had been unsuccessful and the common men already suffering had to pay for the large costs. According to the newspaper was the prince regent (1) impressed who intended to use a large sum of the heritage of the widow empress Tseusi for naval purposes.

Pu Yi was a nephew of emperor Guangxu.
