An item dated New York 25
August reported that according to the New York Times correspondent at
San Francisco Wilbur (1) denied that he wanted to request the Congress to
double the naval program. The cruiser program was based on the needs of the USA
and he left the choice to the naval authorities what they wanted to propose the
Congress. He said to believe that these authorities already made up their mind
before the Geneva conference and so the failure of this same conference did not
influence any program in the future.

California), member of the Republican Party, succeeded Edwin Denby while
Charles F. Adams III succeeded him. He was secretary of navy
between 19 March 1924 and 4 March 1929.
