London, 15 July. The packet Sandwich that arrived some days ago from Bahia brought with her tidings according to which the city was blockade by Lord Cochrane with a ship of the line and a frigate. The Portuguese squadron was underway. The Sandwich left 15 May Rio, 30 May Bahia and 8 June Pernambuco.
