Russia subscribed London Submarine Protocol according to the Dutch magazine Marineblad dated 1937 no. 4

An item referred to the Proceedings dated April 1937 reporting that Russia accepted the London Protocol dealing with a human use of her submarines against merchant ships.

1. The London Submarine Protocol of 6 November 1936 (ex article 22 London Naval Treaty of 22 April 1930) subscribed by 35 countries dealing with offering crews and passengers of merchant ships to get in safety before their ship was destroyed.
