Russian navy wanted to use Russian instead of British coal for the Baltic fleet according to the Dutch magazine Marineblad dated 1906-1907 no. 6

An item referred to the magazine Marine Rundschau reporting that the Russian minister of navy preferred the use of Russian instead of British coal for the Baltic Fleet. For this purpose were tests to be executed comparing both coal. There was problem to be solved, if decided was to use Russian coal were the transports costs from the mines towards the Baltic harbours considerable to be decreased.
