Foreign syndicate wounded to found navy yard on Galley Island, Russia according to the Dutch magazine Marineblad dated 1906-1907 no. 9

An item reported that a certain Sacharof representing at St. Petersburg, Russia a syndicate of foreign capitalists offered the Russian minister of marine to build five large armoured cruisers. The syndicate asked the Russian cabinet to give the Galley island at the Newa in lease for construction slipways. On the new shipyards were Russian labourers to be employed.
