France reorganized her torpedo service according to the Dutch magazine Marineblad dated 1906-1907 no. 10

An item referred to the Intern. Revue u.d. G.A.u.F. reporting that the French torpedo service was reorganised as a result of the worst results achieved by the torpedo boats in the war between Russia and Japan in 1904-1905. It became clear that to improve the results it became necessary that that groups of torpedo boats could operate independently from the battleships in contrary to the past. In each of the five French naval harbours was a torpedo boat flotilla stationed and further more was the same done in the merchant harbours and at important strategically points like at Corsica, Algiers, Tunis and in the colonies. Each flotilla was independent and directly commanded by the local naval commanding officer. Further more were now regulations made dealing with more and better training to improve efficiency and effectiveness of the personnel. The torpedo boats in actual service and those of the 1st class reserve were to be better prepared for service.
